In 1981, a convention signed by the Government of the Republic of Madagascar and the World Bank led to the creation of the « Centre de Formation en Comptabilité – CFC » (Accounting Training Center). This training center has rapidly expanded its field of operations so as to become the « Institut National des Sciences Comptables et de l’Administration d’Entreprises – INSCAE » (National Institute of Accounting Science and Business Administration) since 1986.

Under the administrative supervision of the Ministry of Finance and Budget and the Ministry of Higher Education and Scientific Research, the Institute is a public, scientific, and cultural establishment, which is administratively and financially autonomous. The Institute’s mission is to train high level executives, to promote entrepreneurial initiatives and develop management research activities.

Facing up the economic globalization and the emergence of regional blocks, INSCAE has set up international cooperation programmes allowing profitable exchanges between researchers from various contexts.

At the regional level: The « Institut de la Francophonie pour l’Entrepreneuriat » in Mauritius, The University of Mauritius, Université de la Réunion.

At the international level: The « Université de Québec à Trois-Rivières (UQTR) » in Canada and the Universities of Lyon III and Poitiers in France.

Moreover, the Institute is a member of the « Conférence Internationale des Dirigeants des Institutions d’Enseignement Supérieur et de Recherche en Gestion d’Expression Française - CIDEGEF » (International Conference of Higher Education and Management Research French-speaking Institutions Heads) and the « Réseau Africain et Malgache pour l’Excellence en Gestion des Entreprises – RAMEGE ». We are in process to become a member of the Global Business School Network (GBSN).

The exchanges resulting from such cooperations will allow us to be in charge of the development terms within an environment characterized by the globalization and the existence of multicultural methods in managerial action.

At the level of program content: respect for international standards and consideration of national specificities are judiciously reconciled.

The inauguration of the building on August 21, 2014 is to mark a milestone in the history of INSCAE. Indeed, after three decades of existence the INSCAE ends up having its own site thanks to the assistance of the Malagasy government with the « Banque Arabe pour le Développement Economique en Afrique –BADEA » (Arab Bank for Economic Development in Africa) and the OPEC Fund for International Development (OFID).

Moreover, since research is an essential activity to carry out the economic development and to propose suited managerial logics to experts, the Institute has set up a laboratory research, the BRAIN (Bureau de Recherche sur les Activités Innovatrices). It organizes international symposiums and encourages all researchers- teachers to publish their research outcomes in Madagascar and abroad. A doctorate School in Management has seen the light recently and BRAIN became its reception laboratory. INSCAE endows itself with a pedagogical and scientific excellence in order to contribute more to Madagascar and Indian Ocean Southwest Region development.
